Years of experience have demonstrated that preplanning is the key to cost and time savings and to the solution of complex construction issues.  In recognition of this, HDE has specialized technical services capabilities for continuity throughout the duration of the project, to support the project team and the design team with extensive estimating, scheduling, logistics, planning, constructability reviews and value engineering services.

 

HDE's construction management services encompass all of our technical services as well as all the administrative management services necessary to keep each project running at optimum efficiency throughout construction.  Our involvement in the design phase enables us to lay the groundwork for a successful project.  During the construction phase, HDE will supervise, manage and coordinate the work of all subcontractors.  We will also maintain the condition of the work site, monitor site safety, security and cleanliness.  Furthermore, we understand the necessity of minimizing disruptions to on-going activities and take pride in our ability to coordinate construction activities under the most difficult circumstances.  HDE's full range of construction management services includes:

 

Preconstruction Phase

  • Develop and coordinate project planning and alternatives
  • Establish a value engineering program
  • Project goal definition
  • Evaluate and advise on consultant selection
  • Develop a procurement strategy consistent with project requirements
  • Development of a procedures manual/project administrative procedures -

      Safety, quality, cost control

  • Perform existing facilities analysis, if applicable

Construction Phase

HDE's construction management can be achieved through several avenues as project oversight services, design/build management, as agent for the project owner, or with a direct contract relationship with the project owner as General Contractor or Construction Manager.

 

In delivering our construction management services, we will:

  • Provide on-site management and supervision to insure and expedite subcontractor performance
  • Schedule and conduct preconstruction conferences
  • Inspect and verify work-in-place for conformance with contract documents
  • Provide additional on-site supervision for any self-performed work
  • Provide project cost control/cost savings procedures and reports
  • Development and monitoring of a comprehensive Safety Program
  • Conduct regularly scheduled job site safety meetings
  • Evaluate subcontractor pay requisitions prior to submission

 

 

  • Evaluate change order pricing prior to submission
  • Weekly budget and schedule reviews
  • Provide project schedule updates
  • Scheduling and coordination of owner furnished equipment
  • Development and monitoring of Quality Control Program
  • Direction of weekly project coordination meetings
  • Review of all shop drawings and material samples for compliance with contract documents
  • Management of the trade contractor requisition process
  • Coordination and monitoring of all testing and inspections
  • Coordination of project completion and turnover

 

Project Control Systems

We will utilize project documentation software that is flexible and may be tailored to meet the specific needs of the owner and will allow the team to have immediate access to any of the numerous details, which make up this project.  This software will be used to efficiently record and manage the complexity of daily construction details including:

  • Directories and contact lists of all team members
  • Superintendents daily reports
  • CPM activity tracking including resources
  • Contract Documents
  • Requests for Information
  • Submittals
  • Field Work Directives
  • Architect Supplemental Instructions (ASI)
  • Transmittal logging of all incoming and outgoing correspondence
  • Meeting minutes
  • "Hot List", and Issue tracking

 


This type of document management will benefit HDE and our client by:

  • Reducing liability exposure through automated documentation of daily information. Proper documentation will also make such information available for daily decision-making.
  • Providing consistent standardized reports. This standardization will save time both during input and in the review of the report. The reporting activities will be able to be handled by administrative personnel thereby maximizing our use of project staff.
  • Schedule management by linking the project's master schedule with superintendent's daily reports, submittal logs, and ASI's.
  • Automated tracking of insurance certificate expiration dates, lien waivers, Notice to Owner, P & P Bonds, and other routine, but critical, data.

 

During the course of the program, regular monitoring and documentation of contractors' material and delivery status, contractor and supplier payment status, as well as job site schedule adherence help to identify potential problem areas before they can have a negative impact on the program.  If problems arise, they are addressed with a complete sense of urgency and all parties will agree upon a fair and equitable resolution.

 

Subcontractor Conflict Prevention

Risk management during the process of project delivery is a two-fold function.  The first involves proactive prevention, avoiding conflicts before they arise.  The second involves systems and project organization which promote prompt resolution to problems which are identified.

 

Our well-established management systems and procedures provide thoroughness of documentation and positive communication throughout the project necessary to facilitate successful solutions to key issues and concerns of project team members.
